Cloud Computing Ethics: Amazon and Google Challenge Microsoft's Practices

Recently, Amazon and Google have criticized Microsoft's cloud computing practices, accusing the company of monopolistic behavior that could stifle innovation in areas like generative AI and machine learning. In their written submissions to Britain’s Competition and Markets Authority (CMA), both companies claim Microsoft’s licensing policies restrict competition and limit customer choice.
Claims of Monopoly Rebutted by Microsoft
The CMA submission highlights two major complaints:
- Amazon Web Services (AWS): "To use many of Microsoft’s software products with other cloud service providers, a customer must purchase a separate license even if they already own the software. This often makes it financially unviable for a customer to choose a provider other than Microsoft."
- Google Cloud: "With Microsoft’s licensing restrictions in particular, customers are left with no economically reasonable alternative but to use Azure as their cloud services provider, even if they prefer the prices, quality, security, innovations, and features of rivals."
Microsoft, however, refuted these claims, asserting in its own CMA submission that “Britain’s cloud computing market remains competitive.” The company highlighted the presence of competitors such as Oracle and IBM, stating that multiple players are investing heavily in cloud infrastructure globally to meet rising demand.
CMA Investigation and Potential Industry Changes
The CMA has launched an independent inquiry to assess whether competition in the UK cloud market is functioning fairly. If anti-competitive practices are found, regulators may introduce corrective measures by April 2025.
Mark Boost, CEO of cloud service provider Civo, commented, “The CMA investigation can be a turning point for customers. We can start building an environment where any company can develop cutting-edge cloud services, and customers have the freedom to find the best solution for them.”
The investigation is expected to address key customer concerns such as predictable pricing, service accessibility, and ease of use—factors that contribute to a competitive cloud landscape.
